I don;t see how it could be useful in a 3d printer. It is a very thin sheet of polyethylene or vinyl and is likely to melt while being 3d prnited.

Q: Could this somehow be taped to or otherwise put over window glass and will work?

Yes, this sheet will diffract light as long as light is passing through it. So if you put it over a window it will work. And you can use any transparent completely clear tape to secure it to the window!
